Updates the template-tests PR pipeline so template test validation runs when dependency-flow version metadata changes, preventing template breaks from being missed when only the auto-generated version details file is updated.

Today we don't run the template tests on changes to Version.Details, which caused us to miss a break introduced by #66741.
