What was happening\nThe task tray polled terminal execution jobs every second and rendered all persisted completions. That replayed old attachment jobs on startup, and each job used the same generic Chat attachment staged. message, making distinct jobs look like duplicate spam.\n\n## Fix\n- Scope terminal notifications to the current backend lifetime using the authoritative system startup timestamp. Active, recovered, and pending-approval jobs remain visible.\n- Group identical completed notifications into one row with an explicit count.\n- Add App, component, and browser regression coverage for startup replay suppression and grouping.\n\n## Validation\n- 374 Python tests passed (1 platform skip)\n- 62 frontend unit tests passed\n- 13 Playwright tests passed\n- Frontend lint, typecheck, and production build passed\n\nThe unrelated pre-existing Cortex.pyproj workspace edit is intentionally not included.
