feat(extensions): update governance ecosystem extensions to latest versions

This PR synchronizes the community catalog with the latest releases of the core governance ecosystem extensions:

1. Memory MD (v0.8.5): Updated command/hook counts and synchronized with the latest hardened release.
2. Architecture Guard (v1.8.4): Updated to reflect new presets and verification commands.
3. Security Review (v1.5.0): Major update including structured YAML frontmatter and deep integration with the Memory Hub SQLite indexer.

All download URLs and metadata have been verified against the respective repository tags.
