Switch the release workflow to a target × platform matrix on native ubuntu-24.04 / ubuntu-24.04-arm runners. Each (target, platform) builds and pushes by digest; per-target merge jobs fuse digests into a single manifest list tagged via metadata-action. Enables running graph_tally_aggregator natively on linux/arm64 hosts (Apple Silicon, Graviton) without qemu emulation.
