validate-rsr was stale: it checked .machine_readable/{STATE,META,ECOSYSTEM}.a2ml
at root (now under 6a2/), licensing/ (now LICENSES/ + docs/legal/), and
docs/{maintenance,practice}/ (now docs/governance/). Every artefact exists at
its real location, so this corrects the checker, not compliance. The META-axes
content block (previously skipped because the root guard was false) now runs
against 6a2/META.a2ml and passes.
Verified: just validate-rsr -> RSR compliance: PASS.
