Refs intelowlproject/IntelOwl#3798. Adds the chatbot user guide and Fine-tuning & Prompting pages, plus
deployment (installation/advanced_configuration) and developer (contribute) sections, with screenshots. Built
locally with a scoped MkDocs config (the repo's full build is broken on main for unrelated reasons: swagger-ui-tag
plugin + GreedyBear submodule API docs).
