Created HTML with steps#2

Hi Adrian, It is a very nice example of what we can do following the multilanguage readme pattern. Let me just add one important concept of this repo (that maybe is not so clear in the documentation).
I will give you the same suggestion that I gave to @yurtpage. Maybe you can create a chrome extension the reads the repo and generate a translated page. And instead of having the implementation in this repo, we could add in the readme link of projects the relies on top of this pattern. Let me know what you think. |

Extension doesn't worth it, the GitHub should work on this. But I think this won't happen and at some moment people just migrate to other platform like Gitlab, Forgeo or even to decentralized Radicle. Those platform are open source and it's more likely to have a better i18n there. |

I got your point @yurtpage, my goal was just to propose something we could do while those services are not moving. And about this PR... Considering that my goal is to keep here only data, would you mind closing it? |
I have created the HTML page for the steps of the multi-language pattern. I used pure HTML and Bootstrap.
