Add mikeshng to kubernetes org

I'm opening this PR for @mikeshng.

@mikeshng is already a member of kubernetes-sigs (#3133, added via #3146).

Per the community membership doc:

If you are a member of one of these Orgs, you are implicitly eligible for membership in related orgs

This will help move kubernetes/k8s.io#9499 forward.
