Update FailOnSpecificWarningsPlugin and its tests to match the existing repo style, including MATLAB help text, block formatting, copyright comments, and scenario test formatting. Add packaged documentation for the plugin, wire it into the toolbox index, help TOC, Contents listing, and README, and add project metadata for the new documentation and test resource files.
