NOTE: Could not reproduce original error on AMD hardware using a confidential VM.
The existing build pipeline & functionality still exist. Another optional flag is added to allow disabling of CET, and a new pipeline is added in order to use this flag and create packages with CET disabled with each production build.
Confirmed with 'Get-ProcessMitigation -Name VirtualClient -RunningProcess' that shadow stacks are on normally and off with the nocet build.
