[LON-427] Miscellaneous dependency upgrades

There are a lot of stacked PRs in this chain, not 100% sure how to break them up into releases so I welcome input on that. So far I think everything can be in one release up until the PR adding ESM output, which should be its own release.

The main changes in this PR are:

• Adding supply chain guard and using the Yarn cooldown option
• Bumping various packages to their latest versions
• Bumps the target ES version to ES2022 (to enable adding cause to thrown errors)
• Removes prettier/eslint integrations because prettier should just run & format automatically
  • Also there were some conflicts causing eslint to complain about formatting Prettier had automatically applied
• Remove cspell since it's only used when manually run, and shows too many false positives to be useful

Rather than going back and trying to identify where these new transitive deps come from, lets just wait a week to merge this PR
