Add a conservative roadmap for the next distributor hint work. The roadmap prioritizes: - Andalucía pending review - Extremadura municipal review queue - Madrid mixed/local distributor cases - Castilla y León and Castilla-La Mancha research - smaller controlled communities No distributor data is modified. No CUPS, addresses, coordinates, secrets, backups, logs or raw external API responses are added.
