Add a conservative Andalucía distributor pending-audit scaffold. The report summarizes: - current Andalucía public hint coverage - estimated pending review count - confidence distribution - current public distributor names - safe next audit/import sequence No distributor data is modified. No CUPS, addresses, coordinates, secrets, backups, logs, raw external API responses or private grid inventory are added.
