Add a repository-local locator for Andalucía geography/source files before building a pending distributor review queue. This avoids guessing the geography file layout and keeps the next import path auditable. No distributor data is modified. No CUPS, addresses, coordinates, secrets, backups, logs, raw external API responses or private grid inventory are added.
