Add a sanitized Andalucía pending municipal review queue for future distributor hint work. This PR adds: - builder for the Andalucía pending review queue - validator for queue invariants - generated CSV with 532 pending rows - generated audit report with province summary - follow-up notes in the Andalucía pending audit - post-merge integration for the queue validator No distributor hints are imported. No CUPS, addresses, coordinates, secrets, backups, logs, raw external API responses or private grid inventory are added.
