Add a manual-review workbench for future Andalucía distributor batch 2 work. This PR: - scans repository-local research CSVs - cross-checks candidates against the 532-row Andalucía pending queue - generates a sanitized candidate workbench CSV and report - keeps every row manual_review_only and manual_review_required - adds a validator and integrates it into post_merge_validate.sh No distributor hints are imported. No CUPS, addresses, coordinates, secrets, backups, logs, raw external API responses or private grid inventory are added.
