Refresh public documentation after the Andalucía distributor research pipeline. This PR updates: - CHANGELOG.md - frontend/public/changelog.html - README.md - public validation closeout documentation - public docs freshness guard - post_merge_validate.sh integration for the new docs guard It also validates national geography coverage, distributor guards, Andalucía queue/workbench guards, frontend build and public smoke with expected version. No distributor hints are imported. No CUPS, addresses, coordinates, secrets, backups, logs, raw external API responses or private grid inventory are added.
