Seeing lots of job queueing on public runners around 7-10a Pacific Time. This is the recommendation from CNCF to resolve.

Run all pull request dashboard jobs on the CNCF-hosted cncf-ubuntu-2-8-x86 runner instead of GitHub-hosted ubuntu-latest, using the standard CNCF runner comparable to GitHub’s default Linux runner.
