Migrates pull request dashboard jobs from GitHub-hosted runners to the standard CNCF-hosted Linux runner.
Changes:
- Updates all five dashboard job runner assignments to
cncf-ubuntu-2-8-x86. - Removes remaining
ubuntu-latestusage from both dashboard workflows.

Seeing lots of job queueing on public runners around 7-10a Pacific Time. This is the recommendation from CNCF to resolve.
