Several typos corrected
Clarified 0x0A Locally Allocated range

Defined a range for DCC basic accessory decoder addresses

NMRA member numbers updated to handle special membership numbers:
Clarified that e.g. NMRA numbers are meant to be converted to hexadecimal, not used as BCD
The changes should have no negative impact on any existing implementation. An earlier draft was discussed on the OpenLCB groups.io list; comments made there have been included in this version.
This is a replacement for PR #186, which contained some extra content. The content of the Unique Identifiers files here are identical to that PR.
