Document pod-scaler for repo owners and test-platform operators: ci-tools#5307 cache hardening, release#81763 authoritative flag cleanup (build farms in decrease dry-run today), upcoming ci-tools#5310 memory floor and recommendation-buffer-percent, troubleshooting, and ArgoCD rollout notes.

Details

In response to this:

Document pod-scaler behavior and recent DPTP-2938 improvements: authoritative decrease mode, peak usage basis, workload skip configuration, and per-job opt-out.

We lacked a single reference for how admission mutates resources, what the flag matrix means, and how to troubleshoot image-build OOMs after authoritative rollout. This page is for DPTP/on-call and repo owners tuning .ci-operator.yaml.
