Add edpm_bootstrap_command and edpm_container_registry_logins to the pre-ceph nodeset values template, matching the FR5 workarounds already present in BGP and uni integration jobs via cifmw_architecture_user_kustomize_99_registry_stagelogin. The ci_dcn_site role bypasses the kustomize_deploy role, so the user_kustomize mechanism does not apply. This change adds the registry login configuration directly in the template.
