fix(chat): share projection classification rules

Summary

• share Agent Org group-chat predicates between rendering and projection
• derive tool alias and simulator classification from the initialized Rust registry
• serialize the worker-safe classifier snapshot through projection protocol v2
• add regression coverage for CLI aliases and worker projection

Validation

• pnpm typecheck
• targeted ESLint on all changed files
• 78 targeted Vitest tests
• pre-commit lint-staged and scoped TypeScript checks
• refreshed onto current develop; new GitHub CI requested
