Replace pre-commit with prek

Description

Replace pre-commit with prek, a drop-in replacement, across the repository. This updates the dev dependency, contributor docs, and adds a CI workflow using the official prek GitHub Action.

Motivation and Context

prek is a drop-in replacement for pre-commit and is the preferred tool going forward. All existing .pre-commit-config.yaml hook configurations remain valid and unchanged.

How has this been tested?

The changes are mechanical substitutions — no logic changed. The .pre-commit-config.yaml files are untouched, so hook behavior is identical. The new CI workflow follows the pattern from the j178/prek-action documentation.
