The PSM3 tests are all passing now. The remaining test failure is unrelated and reported in #1609. |

iotools.get_psm3may need some updates for the new 2021 data #1591docs/sphinx/source/whatsnewfor all changes. Includes link to the GitHub Issue with:issue:`num`or this Pull Request with:pull:`num`. Includes contributor name and/or GitHub username (link with:ghuser:`user`).remote-data) and Milestone are assigned to the Pull Request and linked Issue.The data returned from the 5-minute PSM3 endpoint has been updated to version 3.2.2, meaning it returns different values from before. This updates the CSV data subset we use for testing to match the new dataset.
