Fix Android Fabric text layout after font scale changes

Fixes #52895.
Close torin-asakura/workspace#123.

When Android receives a live font scale change, SurfaceHandler clones the root with the updated LayoutContext and dirties measurable text nodes. If the surface constraints did not change, the cloned RootShadowNode can remain layout-clean, so layoutIfNeeded() skips Yoga and text keeps the old layout bounds while drawing with the new font scale.

Dirty the cloned root when fontSizeMultiplier changes so Fabric recalculates the tree using the updated text measurements.

Reproduced with https://github.com/huanguolin/RNAndroidFontIssue on an Android 16 API 36 AVD with New Architecture enabled:
