Summary
rs lib --watchandrs lib mf-devcurrently watch Rstack's internal proxy config, so changes torstack.config.*or its imported dependencies do not restart Rslib. This PR forwards the real config file and dependencies throughdev.watchFileswhile preserving user-defined watchers, and adds isolated regression coverage for main and imported config changes.
