This PR renames the #[splat] attribute to #[rustc_splat], due to rust-lang/rust#159428.

It won't pass CI until the GitHub actions nightly contains that fix.

It looks like the rename just made it into the 2026-07-31 nightly build, I've checked this is the rustup build date locally.
