docs: add Interactive region annotation card to gallery#689

The interactive_annotate tutorial was added to the docs/notebooks submodule (#685) and appears in the sidebar toctree, but its gallery tile was never added to docs/gallery.md, so it didn't render on the gallery landing page. Add the missing grid-item-card and its thumbnail (copied from the notebooks repo's _static/img/interactive_annotate.png). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
