Activity show query inputs should be read only

Description

Ensures the existing transparent overlay in the activity search viewer fully covers the displayed query content, including when the viewer is scrolled. This keeps historical search query inputs read-only and prevents accidental edits while reviewing activity records.

Also improves readability by automatically expanding search sections that contain active filters for bulletin, actor, and incident queries.

How to Test

1. Go to the Activity page.
2. Open an activity record that displays a saved search query.
3. Confirm the query inputs cannot be edited, clicked, cleared, or changed.
4. Scroll through the query viewer and confirm the overlay still blocks interaction all the way to the bottom.
5. Confirm sections with active filters are expanded by default.
6. Confirm normal advanced search outside the Activity viewer still behaves normally.
