This PR amends the workflows configuration to be more inline with smallstep/workflows#324. Specifically, it grants
actions: read,contents: read, andsecurity-events: writeto thecijob, which callsgoCI.ymlwithrun-codeql: true; without these scopes the CodeQL sub-job cannot upload its findings.
