Summary

replace the Babel build path with @dom-expressions/compiler
replace Prettier with Oxfmt and format the repository
run the Oxfmt check in CI
add a patch changeset

Validation

pnpm install --frozen-lockfile
pnpm build
pnpm test
pnpm check
pnpm format:check
pnpm exec tsc --noEmit
