Publish one strictly installable Knowledge cohort for Runtime and Braid.\n\n- bump Knowledge to 8.0.2\n- require Eval 0.145.16 and Interface 0.54.x\n- increase one measured offline test budget from 15s to 30s; the isolated case completes in about 11.4s and the full parallel run previously reached the old limit\n\nProof:\n- typecheck passed\n- lint passed across 207 files\n- 575 tests passed, 12 skipped\n- build passed\n- packed clean-consumer verification installed exactly one Eval 0.145.16, Core 0.9.1, and Interface 0.54.0\n- official GEPA and SkillOpt verification passed against the published Python client
