Description

Based on #370, this patch allows users with the confirmed group to access video2commons without having to satisfy the 50 edit restriction.

Change requirement and message, so that users can apply for waiver of editcount, and are hence not incentivised to boost their editcount needlessly. https://commons.wikimedia.org/wiki/Commons:Village_pump/Proposals#c-RoyZuo-20260406210300-Video2commons_requirement_waiver
no raw url?
hide requirement to avoid incentivising useless edit

I'll go ahead and merge this right now since it's a simple patch that I already verified works.

It hasn't been deployed yet. We can deploy this and some other recent changes soon if you need this working now.

oh it's not urgent. i just wanted to test the new feature to make sure it works and check the whole workflow to make necessary edits to commons pages to make sure users can go through the whole request process without much difficulty.

where can i check what version of v2c is live? to pre-empt such questions in future :)
another commonly asked question is, which version of yt-dlp is live on v2c.
much appreciated if there's a convenient way to check.
if no method currently exists, maybe add a version number for v2c? to indicate which date the version is deployed?
