v0.281.3 tightened isEntity (opaque hex ids) without bumping the version counter added in v0.281.2, so ids already stored in a workspace topic map stayed there — the exact failure that counter exists to prevent. v0.281.3 tightened the topic extractor (opaque hex ids like `f90fc16d7fb9a19`) but did not bump `TOPICS_VERSION`, the counter added in #501 precisely so that an extractor change invalidates previously-extracted topics. Result: the ids already written into a workspace cumulative map stayed there and would resurface once their counts crossed the display threshold.
Bumped to 3, and the requirement to bump it in the same commit as any `isEntity`/`properNouns`/`STOP` change is now stated at the constant so the next change does not repeat it.
