fix(azure-health-deidentification): resolve pylint 4.0.4 compatibility issues

• Added unidiomatic-typecheck to pylint disable directives in _model_base.py and _utils/model_base.py — these files use type(None) for annotation inspection (not instance typechecks), so suppression is appropriate

Test files

• Replaced all wildcard imports (from ... import *) with explicit named imports
• Removed unused imports: random, datetime, uuid, time, sleep, LROPoller (where not used)
• Fixed import ordering: stdlib → third-party (devtools_testutils, pytest) → first-party (azure.*)
• Fixed logic warnings:
  • elif after break → if (R1723)
  • raise Exception → raise RuntimeError (W0719)
  • a == x or a == y → a in (x, y) (R1714)

Sample files

• Moved import os / import uuid before first-party azure.* imports (C0411)
• Removed f-string prefix from string literals with no interpolation: f"Tagged Entities:" → "Tagged Entities:" (W1309)
• Removed unused DeidentificationOperationType import in deidentify_text_surrogate_async.py
• Added missing copyright header and fixed import positions in examples.py
