Increase build workflow timeout to 40 minutes

Objective

• The Windows runner has been timing out building and testing Bevy in CI

Solution

• Increase the timeout from 30 to 40 minutes

Alternative

Ideally we could use reduce compilation / testing time instead of increasing the timeout, but I'm not sure how that would be achieved.

I would like to keep merging things. We can find better solutions later, when we can merge said fixes.

Huh, it hung again. I think we might be running into actions/runner-images#12949. There are a few approaches that might solve this:

• CI: Change APT mirror priorities servo/servo#39190
• ci: remove azure apt mirrors cilium/tetragon#4894
• Limit apt install steps to 3 minutes timescale/timescaledb#9597
• Try cache apt for package dependencies s-trinh/advanced_gha#8
• Fix workflow timeout with revised apt-get source replacements wolfSSL/wolfBoot#603

Things are merging again, it was just a temporary issue somewhere
