Bumps the DXC version to 1.9.2607 ahead of the 1.9.2607 release.
Note:
latest-release.json'sshais set to the fork point of therelease-1.9.2607branch (dc3e6c4), not the current tip of main. That sha is the base commitgen_version.pycounts from to compute the build number, so it must be an ancestor of the release branch tip; otherwise the count goes negative on the release branch.We usually do this step first before forking a release branch. I missed it this time.
